They do, but more as an occasional than an essential seasoning, if you follow me (the most standard Japanese flavoring is soy sauce + cooking sake + sugar), so a more heavily garlicky cuisine probably seemed quite foreign at the time. (I actually have no idea if garlic is native to Japan and/or when it became widely consumed! Yet another thing to look up.)
